Between 5 to 10 September and from September 26 to October 7, 1981 took place in Gdansk, National Congress of Delegates. Since its inception, the Association was undesirable for the authorities of the PRL, induce resistance to various levels of the party apparatus, provoking conflict situations (eg, Bydgoszcz events in March 1981), giving rise to the radicalization of the Association.
